HOME CARE GENERAL BUILDERS AND ROOFING SPECIALISTS LTD

I would need to report and sue a builder, i.e. Home Care GENERAL BUILDERS AND ROOFING SPECIALISTS LTD for poor workmanship and poor quality work for my garage conversion project they signed up for which involved doing the whole conversion job. They agreed to do it properly using standard materials. All he's done is an unfinished roof, and an unacceptable internal wall with the wrong angle, and unfinished dam proofing. We got suspicious of work quality. So I brought in three independent builders to look at his work, and they all unanimously confirm that the roof he's done is not safe, the wall is defective and inefficient, and the damp proof work is unacceptable and inefficient, and the wiring job is dangerous. The conversion project started July 03, 2022 and the builder agreed to finish it in 2 weeks. It's been 5 weeks through the work and they have done only a small part of the project in a defective and poor manner. The builder received 9000 BP (total 24600) of me for buying materials and he hasn't bought any materials, instead used substandard and used materials. He was insisting on getting another four grand from me on August 5; otherwise he'd leave the job. I refused to pay and he's left the job. I am claiming the 9k back due to his negligence and poor quality work as I now need to pay other builders to get all the wrongs right. There's alot of defects in his work which make it unacceptable.

I have contacted the builder three times (in person and over the phone) and sent him reminders about returning the money but he has confirmed he'd not pay back.
